Income Tax Return 2026 Pakistan: FBR Rules, Deadlines & Penalties The Federal Board of Revenue (FBR) has officially started receiving Income Tax Returns for Tax Year 2026. According to FBR, the returns cover income from July 1, 2025 to June 30, 2026. FBR has set 30 September 2026 as the final deadline for filing. FBR Chairman Rashid Mahmood Langrial has confirmed that there will be no extension in the deadline. FBR Spokesperson Bakhtiar Muhammad has also warned citizens against last-minute rush and emphasized that no extensions will be granted. Who Must File Income Tax Return 2026? As per Income Tax Ordinance 2001, you must file if: • Annual income exceeds Rs. 600,000 • You own property, vehicle, or have an NTN • You are a freelancer, business owner, or have foreign assets • You want to be on the Active Taxpayer List (ATL) FBR Sections & Rules You Must Know in 2026 1. Section 114B - The Non-Filer Enforcement Law Under Finance Act 2025 amendments to Section 114B, FBR can: • Disable mobile SIMs via PTA • Cut electricity and gas connections • Stop non-filers from travelling abroad 2. Section 236C - Property Transaction Penalty Advance tax on property sale/purchase: • Filer: 3% | Non-Filer: 6% (Double rate) 3. Section 111 - Unexplained Income IRIS 2.0 flags bank transactions and property purchases. FBR can issue audit notices for unexplained income. 4. ATL Surcharge - Rs. 25,000 Late Fee If you file after 30 September 2026, you must pay an ATL surcharge of Rs. 25,000 to become an Active Taxpayer again. If you file on or before the due date, you do not have to pay this surcharge. 4 Major Penalties for Non-Filers in 2026 1. SIM Blockage: PTA is actively blocking CNIC-registered SIMs of confirmed non-filers. 2. Travel Restrictions: FBR can approach FIA to place habitual evaders on Exit Control List (ECL). 3. Banking Restrictions: Banks cannot open new accounts for non-filers and face enhanced scrutiny. 4. Bank Account Freeze: FBR warns non-filers of account freeze and ban on local and foreign travelling. All these will cause heavy penalties from FBR. Why You Should Complete Your Filing in August Itself? Do not wait for 30th September. FBR itself advises to file well before the deadline. Last date problems faced by taxpayers every year: 1. IRIS Portal Crashes: On the last day, FBR's portal crashes due to heavy rush and taxpayers cannot file. 2. Planned Maintenance Shutdowns: FBR shuts down IRIS, Payment System and POS for weekend maintenance in August/September. 3. Technical Glitches: Tax Bar Associations have reported ongoing technical issues, portal errors and system slowdowns during last days. 4. Shortened Filing Window: FBR often notifies final return forms late, compressing your time to file. Smart taxpayers are completing their filing in August to avoid server down, late fees, and heavy penalties from FBR. Benefits of Filing on Time Being on the ATL gives you lower tax rates on bank profits, property, vehicles and dividends. How to File? FBR has launched IRIS 2.0 portal (iris.fbr.gov.pk) with real-time cross-checking with NADRA, land and bank data.
